Missouri sex offender pleads guilty to molesting teen and soliciting explicit images

A registered sex offender from Park Hills, Missouri, Reginald M. Miller, has pleaded guilty to several charges related to the molestation and exploitation of a minor. The 57-year-old admitted in U.S. District Court in St. Louis to coercion and enticement of a minor as a repeat offender, solicitation of child pornography as a prior offender, and receiving child pornography as a prior offender.

Miller confessed to beginning the abuse of the 14-year-old victim in 2023 by non-consensually touching his genitals. He attempted to prevent the victim from reporting the incidents by providing alcohol, marijuana, and money. Miller further solicited nude images by offering money or marijuana during video calls. According to the plea agreement, on January 4, 2024, Miller sent a text message to the victim stating there was no escape from their “friendship.”

The sentencing is set for October 15, where the U.S. Attorney’s office will advocate for a 40-year prison sentence for Miller.

Previously, in 1999, Miller was convicted in St. Louis County Circuit Court for endangering the welfare of a child and assault offenses. In 2008, he faced statutory sodomy charges resulting in a 16-year prison sentence.

The investigation involved multiple law enforcement agencies including the LaSalle Police Department, LaSalle County Sheriff’s Office, Park Hills Police Department and FBI’s St. Louis Division. Assistant U.S. Attorney Jillian Anderson is handling prosecution duties.

This case falls under Project Safe Childhood—a national initiative launched by the Department of Justice in May 2006 aimed at addressing child sexual exploitation and abuse through collaboration among federal, state and local resources.
