Raytown man sentenced to 35 years for producing child pornography

A Raytown, Missouri man has been sentenced to 35 years in federal prison without parole for producing and possessing child pornography. U.S. District Judge Howard F. Sachs handed down the sentence to Cecil Pulluaim, 54, on Tuesday. After his release from prison, Pulluaim will be subject to supervised release for life.

Pulluaim pleaded guilty to recording himself sexually abusing a minor victim and possessing images of the abuse. According to court documents, he admitted to creating videos of the abuse on at least ten occasions between April 27 and June 15, 2023. The investigation began after authorities received a report that Pulluaim had produced child pornography involving the minor victim.

Raytown Police officers seized Pulluaim’s cell phone during their investigation. A forensic analysis by the United States Secret Service uncovered videos documenting the abuse as well as several photos made by taking screenshots from those videos.

Assistant U.S. Attorney David Luna prosecuted the case, which was investigated by both the Raytown Police Department and the United States Secret Service.
